 Virginia Utility and Heavy Contractors Council


The Council was created to provide a legislative and regulatory voice for Virginia's utility and heavy contractors. We are a regional organization comprised of more than 400 utility and heavy contractors and their suppliers.

The goals of the VUHCC are:

*  to provide an effective state lobbying presence designed to influence the creation of laws and the shaping of public policy in a manner beneficial to VUHCC members;

*  to maintain a pro-active relationship with the General Assembly, and relevant commissions, boards, and other agencies of state government;

*  to heighten the awareness of industry issues to the business community and to the public at large;

*  to periodically report to the membership the actions taken by the VUHCC.

The two organizations in Virginia representing utility and heavy contractors are members of the VUHCC. They are the:


Together the membership of the VUHCC represents utility and heavy contractors of all sizes in Central and Tidewater Virginia.

Additionally, the hundreds of associate members of the Council, through their membership in the various state associations, are equally important to our success. The many heavy construction equipment suppliers, pipe manufacturers, precasters, engineers, construction-related insurance and legal firms, to mention but a few, all provide “horsepower” to the VUHCC engine; and that horsepower has paid off given the Council's many legislative successes and groundbreaking work with the State Corporation Commission regarding the enforcement and implementation of Virginia's "Miss Utility" law.
